Did Climate Change Cause Hurricane Sandy?

If you've followed the U.S. news and weather in the past 24 hours you have no doubt run across a journalist or blogger explaining why it's difficult to say that climate change could be causing big storms like Sandy. Well, no doubt here: it is. The hedge expressed by journalists is that many variables go into creating a big storm, so the size of Hurricane Sandy, or any specific storm, cannot be attributed to climate change. That's true, and it's based on good science. However, that statement does not mean that we cannot say that climate change is making storms bigger. It is doing just that--a statement also based on good science, and one that the insurance industry is embracing, by the way. (Huh? More on that in a moment.) Scientists have long taken a similarly cautious stance, but more are starting to drop the caveat and link climate change directly to intense storms and other extreme weather events, such as the warm 2012 winter in the eastern U.S. and the frigid one in Europe at the same time. They are emboldened because researchers have gotten very good in the past decade at determining what affects the variables that create big storms. Hurricane Sandy got large because it wandered north along the U.S. coast, where ocean water is still warm this time of year, pumping energy into the swirling system. But it got even larger when a cold Jet Stream made a sharp dip southward from Canada down into the eastern U.S. The cold air, positioned against warm Atlantic air, added energy to the atmosphere and therefore to Sandy, just as it moved into that region, expanding the storm even further. Here's where climate change comes in. The atmospheric pattern that sent the Jet Stream south is colloquially known as a "blocking high"--a big pressure center stuck over the very northern Atlantic Ocean and southern Arctic Ocean. And what led to that? A climate phenomenon called the North Atlantic Oscillation (NAO)--essentially, the state of atmospheric pressure in that region. This state can be positive or negative, and it had changed from positive to negative two weeks before Sandy arrived. The climate kicker? Recent research by Charles Greene at Cornell University and other climate scientists has shown that as more Arctic sea ice melts in the summer--because of global warming--the NAO is more likely to be negative during the autumn and winter. A negative NAO makes the Jet Stream more likely to move in a big, wavy pattern across the U.S., Canada and the Atlantic, causing the kind of big southward dip that occurred during Sandy. Climate change amps up other basic factors that contribute to big storms. For example, the oceans have warmed, providing more energy for storms. And the Earth's atmosphere has warmed, so it retains more moisture, which is drawn into storms and is then dumped on us. These changes contribute to all sorts of extreme weather. In a recent op-ed in the Washington Post, James Hansen at NASA's Goddard Institute for Space Studies in New York blamed climate change for excessive drought, based on six decades of measurements, not computer models: "Our analysis shows that it is no longer enough to say that global warming will increase the likelihood of extreme weather and to repeat the caveat that no individual weather event can be directly linked to climate change. To the contrary, our analysis shows that, for the extreme hot weather of the recent past, there is virtually no explanation other than climate change." He went on to write that the Russian heat wave of 2010 and catastrophic droughts in Texas and Oklahoma in 2011 could each be attributed to climate change, concluding that "The odds that natural variability created these extremes are minuscule, vanishingly small. To count on those odds would be like quitting your job and playing the lottery every morning to pay the bills." Hanson also argued a year ago that Earth is entering a period of rapid climate change, so radical weather will be upon us sooner than we'd like. Scientific American just published a big feature article detailing the same point. Indeed, if you're a regular Scientific American reader, you might recall that another well-regarded scientist predicted behemoths such as Sandy in 2007. The article, by Kevin Trenberth, a senior scientist at the National Center for Atmospheric Research, was presciently titled, "Warmer Oceans, Stronger Hurricanes." Trenberth's extensive analysis concluded that although the number of Atlantic hurricanes each year might not rise, the strength of them would. Hurricane Sandy has emboldened more scientists to directly link climate change and storms, without the hedge. On Monday, as Sandy came ashore in New Jersey, Jonathan Foley, director of the Institute on the Environment at the University of Minnesota, tweeted: "Would this kind of storm happen without climate change? Yes. Fueled by many factors. Is [the] storm stronger because of climate change? Yes." Raymond Bradley, director of the Climate Systems Research Center at the University of Massachusetts, was quoted in the Vancouver Sun saying: "When storms develop, when they do hit the coast, they are going to be bigger and I think that's a fair statement that most people could sign onto." A recent, peer-reviewed study published by several authors in the Proceedings of the National Academy of Science concludes: "The largest cyclones are most affected by warmer conditions and we detect a statistically significant trend in the frequency of large surge events (roughly corresponding to tropical storm size) since 1923." Greg Laden, an anthropologist who blogs about culture and science, wrote this week in an online piece: "There is always going to be variation in temperature or some other weather related factor, but global warming raises the baseline. That's true. But the corollary to that is NOT that you can't link climate change to a given storm. All storms are weather, all weather is the immediate manifestation of climate, climate change is about climate." Now, as promised: If you still don't believe scientists, then believe insurance giant Munich Re. In her October 29 post at the The New Yorker, writer Elizabeth Kolbert notes:
Munich Re, one of the world's largest reinsurance firms, issued a study titled "Severe Weather in North America." According to the press release that accompanied the report, "Nowhere in the world is the rising number of natural catastrophes more evident than in North America." ... While many factors have contributed to this trend, including an increase in the number of people living in flood-prone areas, the report identified global warming as one of the major culprits: "Climate change particularly affects formation of heat-waves, droughts, intense precipitation events, and in the long run most probably also tropical cyclone intensity."
Insurers, scientists and journalist are beginning to drop the caveats and simply say that climate change is causing big storms. Microsoft will launch Windows 8?Friday and while we normally steer clear of desktop software, this could have a major impact on your mobile devices. Let's take a look at what Windows 8 will mean to you.?

Windows 8 looks dramatically different from previous versions of Windows and you can really see the impact that tablets and touchscreens have made on Microsoft. Your default homescreen is filled with Live Tiles, which come to life with constantly-updating information.

You'll still have your old desktop interface and apps but these are somewhat buried deeper in the OS. Along with the Microsoft app store, you'll be able to download apps from third-party sites to run on the desktop.

It kind of looks like Windows Phone 7 but blown up for your computer, and the upcoming Windows Phone 8 will share a core with Windows 8. This type of interface can be a bit jarring for some, especially if you're coming from Windows 7, but it will make for a variety of new apps and form factors like full, touch-capable desktops, convertable laptops and more.

Where it gets tricky is with Windows RT. At first glance, this looks exactly like Windows 8 with the Live Tiles and the touch-friendly interface, but Windows RT is the version that's built for ARM chipsets, which power most of the popular tablets out there.?Windows RT devices will only be able to run apps that come from the official Microsoft app store or programs that can run through a browser. ?

The Microsoft Surface tablet currently runs Windows RT and the early reviews?suggest that the app store is not quite robust enough to make it match tablets like the iPad. That should fill out as we move forward because Windows is still the most popular OS on earth, but it may be slow going at the beginning.?

Microsoft will have a Surface tablet with the normal version of Windows 8 sometime early next year, but it is expected to retail for around $1,000 while the RT version starts at $500. Look for a variety of tablets with RT to come out from the likes of Samsung, Asus, HP and more.?

Vodafone UK spoiler campaign targets EE 4G launch

LONDON (Reuters) - Vodafone wrapped ads around British national newspapers on Friday touting the quality of its network ahead of rival EE's launch of next-generation 4G services next week.

The campaign, in The Daily Telegraph, The Independent and The Guardian nationals and in the Metro and City AM freesheets, cost more than 4.5 million pounds, according to a source close to the company.

It will be supported by outdoor advertising.

Since the arrival of smartphones, network quality has come to the fore as a point of differentiation between telecom operators, both in Britain and in other markets, according to analyst Thomas Wehmeier at Informa Telecoms and Media.

"All of these fancy devices that customers have, whether smartphone or tablets, simply don't work unless you have a decent level of connectivity," he said.

He said there had been little difference in network quality between UK operators but this would change with the arrival of 4G.

"The transition to 4G is significant because it opens the door for somebody to establish a beachhead as the UK's biggest and best 4G operator," he said.

EE, jointly owned by France Telecom and Deutsche Telekom, will launch Britain's first 4G network on Tuesday, offering five times faster connections than 3G.

It will be supported by a campaign costing tens of millions of pounds fronted by film actor Kevin Bacon.

Vodafone, as well as Telefonica's O2 and Three, must wait until next year to launch their own 4G services once they have obtained the necessary spectrum.

Wehmeier said Vodafone's campaign was a defensive move to stop customers who are willing to pay a premium for 4G defecting to EE.

"Those four to five months really are going to give EE a chance to attract a very interesting segment of customers," he said.

Precisely targeted electrical brain stimulation alters perception of faces

In a painless clinical procedure performed on a patient with electrodes temporarily implanted in his brain, Stanford University doctors pinpointed two nerve clusters that are critical for face perception. The findings could have practical value in treating people with prosopagnosia ? the inability to distinguish one face from another ? as well in gaining an understanding of why some of us are so much better than others at recognizing and remembering faces.

In a study to be published Oct. 24 in the Journal of Neuroscience, the scientists showed that mild electrical stimulation of two nerve clusters spaced a half-inch apart in a brain structure called the fusiform gyrus caused the subject's perception of faces to instantly become distorted while leaving his perception of other body parts and inanimate objects unchanged.

The surprised reaction of the subject, Ron Blackwell of Santa Clara, Calif., is captured in a video made during the procedure. "You just turned into somebody else. Your face metamorphosed," he tells the researcher in the video.

Blackwell, who is now 47, was undergoing medical treatment under the direction of Josef Parvizi, MD, PhD, associate professor of neurology and neurological sciences at the School of Medicine, whose lab collaborates with that of Kalanit Grill-Spector, PhD, associate professor of psychology at the School of Humanities and Sciences.

The face Blackwell was looking at was Parvizi's. "Ron didn't see my face vaporize or go blank. Instead, it just seemed to warp before his eyes," Parvizi said.

In 2010, Grill-Spector and then-graduate student Kevin Weiner (now a postdoctoral researcher in Grill-Spector's lab and a co-author of the new study) discovered that the fusiform gyrus contains two nerve clusters (designated as pFus and mFus) that respond more strongly to faces than to hands, legs, cars, guitars, flowers or buildings.

Grill-Spector's lab has been studying the fusiform gyrus' role in face recognition as well as in prosopagnosia or "face blindness," a condition made famous by neurologist and author Oliver Sacks, MD, who himself suffers from it. People with prosopagnosia simply cannot distinguish one face from another, although all other aspects of their vision and visual-information processing are normal. Some people, like Sacks, are born with the condition while others acquire it as a result of an injury to the fusiform gyrus, Grill-Spector said.

"We can learn a lot about the function of different brain regions by studying these disorders and relating them to the anatomical sites where brain damage has occurred," she said. "But the injuries vary a great deal from one affected person to the next, and they are typically not confined to the fusiform gyrus. This limits our ability to localize a particular deficit to a particular brain site."

Blackwell's arrival at Stanford Hospital & Clinics, along with a generous slice of serendipity, allowed the Stanford doctors to conduct the first-ever study of the fusiform gyrus combining two imaging techniques (fMRI and electrocorticography, or intracranial recording) and electrical brain stimulation. The result was the first-ever proof that appropriate activity in the two nerve clusters, pFus and mFus, was critical to face recognition.

Blackwell had time on his hands. He was spending a week in a bed at Stanford Hospital with a packet of electrodes snugly abutting a part of his brain that doctors believed might be the initiating site, or focus, of his epileptic seizures. These seizures, which he'd been experiencing since age 11, had been well-controlled by drugs. But by late 2010, his medication was failing.

Blackwell was married and the father of two young girls. "It wasn't just me anymore. I didn't want to be vulnerable to disorienting episodes that could occur at any time of the day or night," he said. Referred by his primary physician to Parvizi, he learned of a medical procedure that might provide relief.

Epileptic seizures are, at root, electrical storms triggered when a short circuit at one small spot within the brain, called the focus, causes waves of electrical activity to spread throughout the organ. (The exact location varies from patient to patient.) Most of the time seizures can be controlled with medication. When they can't, one proven treatment involves a surgical procedure in which a portion of the patient's skull is temporarily removed, allowing access to the surface of the brain near the spot thought to be responsible for initiating the seizures. A packet containing numerous electrode leads is placed near the brain's surface, with each electrode acting like a separate stethoscope monitoring the collective electrical activity of perhaps a half-million nerve cells. (That's a drop in the bucket, considering that a healthy human brain contains 200 billion of them.) The patient remains off medication for several days, eventually culminating in the onset of seizure activity and allowing the neurological team to identify the focus. Surgeons may then be able to excise just enough brain tissue to halt the cycle of self-propagating electrical activity ? in effect, pulling out a fuse in order to break the short circuit ? without affecting any important brain functions.

In September 2011, Blackwell was set to undergo the weeklong monitoring procedure. Based on a thorough neurological workup, electrodes were placed on the surface of a brain region that included the fusiform gyrus, a structure roughly the shape of a hand-rolled cigarette, on the underside of the temporal lobe.

Electrical brain stimulation requires the flow of electricity from one electrode across a small patch of brain tissue to another electrode spaced 1 cm away. It so happens that pFus and mFus, which account for perhaps one-quarter of the fusiform gyrus' bulk, are also 1 cm apart. By fate, two of the inserted electrodes had been positioned almost precisely above the anatomical centers of pFus and mFus in Blackwell's fusiform gyrus, forming a pair that enabled Parvizi to apply the stimulation directly to the two sites simultaneously at the touch of a button.

Doing so instantly altered Blackwell's perception of Parvizi's face. "You almost look like somebody I've seen before, but somebody different," he reported. "... You were someone else. Your whole face just sort of metamorphosed ... it's almost like the shape of your facial features drooped."

When the stimulation was halted, the distorted image of Parvizi's face immediately reverted to the normal one, Blackwell reported. Neither sham stimulation, in which a button was pushed but no actual electrical impulse was delivered to pFus and mFus, nor stimulation of nearby sites via other electrode pairs had any effect on Blackwell's face perception. Stimulating pFus and mFus caused no distortion of other objects in the room, he reported.

Throughout this procedure's duration, Parvizi didn't know what to expect. "I was as surprised as the patient was when he suddenly saw my features seem to melt," Parvizi said.

In a follow-on imaging study of Blackwell's brain using a high-resolution fMRI technique that could discriminate among locations as little as 1.8 mm apart, Grill-Spector and her students confirmed Parvizi's findings. Blackwell's pFus and mFus clusters responded with heightened activity to images of faces, but not to those of hands, feet, flowers, cars, guitars, cars or houses.

The Stanford team of neurologists succeeded in locating the focus of Blackwell's seizures, but decided that removing it would be risky because it was too close to other key parts of the brain. But oddly, since the removal of the electrodes, his medication seems to be working again and his seizures have inexplicably abated to a significant extent, for which he thanks God, he said in a recent interview.

LONDON (AP) ? The father of a 15-year-old Pakistani girl shot in the head by the Taliban described his daughter's survival and recovery as miraculous Friday, and said her shooting was a turning point for Pakistan.

Malala Yousufzai is recovering at the Queen Elizabeth Hospital in Birmingham, where she was flown for treatment and protection from Taliban threats after she was shot on Oct. 9 in northwestern Pakistan. Her father, Ziauddin, flew to the U.K. to be by her side.

"When she fell, the world stood," he said of Malala, respected internationally as an activist for girls' education. "She will rise again, she will stand again. She can stand now."

He said he initially feared he would need to prepare for his daughter's funeral and that her recovery was "a miracle for us."

"She is recovering at an encouraging speed and we are very happy," he told a news conference in Birmingham.

He expressed gratitude for prayers and well-wishes from all over the world, saying the outpouring united Pakistan in condemnation.

A Taliban gunman shot Malala as she was in a school bus on her way home from school in the Swat Valley city of Mingora. Two other girls were injured in the attack.

She was airlifted to a hospital in Britain on Oct. 15. The Taliban have vowed to kill her, raising questions about whether it would be safe for her to return but her father rejected reports the family might seek asylum abroad.

Since she was shot, Malala has become a hero both at home and internationally, although her work in speaking out against Taliban atrocities and advocating for girls' education has long been respected and known beyond her native Swat Valley.

The family were reunited Thursday night.

"I love her and last night when we met her there were tears in our eyes out of happiness," Ziauddin Yousufzai said Friday. "We all cried a little bit."

S.Africa union agrees gold mine pay deal as most strikers return

JOHANNESBURG (Reuters) - South Africa's gold mines agreed a wage deal with unions on Thursday as the bulk of the gold sector's striking miners returned to work under threat of dismissal.

The returns marked success of a sort for a new tough approach by mining firms, but at least 12,000 gold and 20,000 platinum miners were still pursuing a wave of unofficial strikes that have cost Africa's largest economy over 10 billion rand this year, according to the National Treasury.

About 100,000 workers in all have downed tools across South Africa since August in a wave of violent strikes that have triggered downgrades of South Africa's credit ratings, and awkward questions for President Jacob Zuma and the ruling ANC.

After three weeks of negotiations, the National Union of Mineworkers (NUM) and the gold industry, which employs around 157,000, announced agreement on wage increases of between 1.5 and 10.8 percent for different categories of mine workers.

Harmony Gold, South Africa's third-largest producer, said most of the 5,400 strikers at its Kusasalethu mine were now back at work. Strikes at Gold Fields' three mines are also now over.

"Stability in the gold mining industry has been achieved at many of the operations and there are hopes that this trend will continue," said Chamber of Mines executive Elize Strydom.

But AngloGold Ashanti, South Africa's biggest producer, said on Wednesday it had sacked around half of its 24,000-strong local workforce who had ignored an ultimatum to return to work or be fired.

PLATINUM STRIKES

And a six-week strike at Anglo American Platinum (Amplats), the world's top producer of the metal, is no closer to ending, with 20,500 workers at its Union and Amandelbult operations still holding out for higher wages.

Amplats has also sacked 12,000 wildcat strikers at its Rustenburg mines.

Zuma has come in for particular criticism for not responding faster to the August 16 police killing of 34 strikers at Lonmin's Marikana platinum mine, the bloodiest security incident since the end of white-minority rule in 1994.

Reluctant to take a hard line in the weeks after the "Marikana massacre", Amplats and then gold firms led by Gold Fields have since got increasingly tough with the strikers, issuing threats of mass sackings.

Finance Minister Pravin Gordhan cut South Africa's GDP forecast for the year to 2.5 percent from 2.7 percent and said it would take the government some time to determine the full impact of the mining strife on growth.

"Declining mining output and the spread of strike activity has depressed activity in related industries including manufacturing, logistics and services, with negative consequences for GDP," the Treasury said in its interim budget policy statement.

In the year to August, mining output fell by 3.3 percent, with production of platinum group metals 15.3 percent lower, although strong iron ore demand from China helped offset some of the decline in the platinum, gold and coal sectors, it added.

Amplats on Thursday cut its full-year production target and capital expenditure plans after revealing that the walkouts had sliced 138,000 ounces off output, $217 million at today's price.

(AP) ? The U.S. government knew that a suspect fatally shot by Mexican marines was the head of the widely feared Zetas drug cartel well before the marines left the body unguarded in a small-town funeral home, where it was stolen in a pre-dawn raid by armed men, U.S. officials told The Associated Press.

The U.S. had independently verified the identity of Zeta founder and leader Heriberto Lazcano, killed in a shootout Sunday in a northern Mexican town, before his body was stolen at about 1 a.m. Monday, according to a U.S. law enforcement official who was not authorized to speak to the press about the case.

The information throws into question the Mexican navy's insistence that marines thought they had killed a common criminal and that was why they left his body unguarded at the funeral home where gunmen hijacked a hearse in the middle of night. Rear Admiral Jose Luis Vergara, the navy's chief spokesman, said last week that the identity wasn't confirmed through Mexico's fingerprint database until after the body was gone.

The theft of the body was an embarrassing twist on one of President Felipe Calderon's biggest drug-war victories, the killing of perhaps the top capo to fall so far in Calderon's focused attack on cartel leadership. Twenty-five of the 37 most-wanted drug traffickers from a list issued in 2009 have now been caught or killed.

"We had it confirmed before he was stolen," the U.S. official told the AP.

U.S. authorities didn't provide details on how they knew, only that they had confirmed evidence. They didn't say whether they believed the Mexican navy also knew Lazcano's identity soon after it carried out the operation that killed Lazcano and his driver. Mexican navy officials and the attorney-general's office declined to comment on Saturday.

Mexican forces often work from intelligence provided by U.S. law enforcement, including the Drug Enforcement Administration, on the location and movements of top drug lords. Both Mexican and U.S. officials said the navy came upon Lazcano by accident before Sunday's attack.

Lazcano, who was born in 1974, according to the U.S., or 1975, according to Mexican officials, was one of the most-wanted drug traffickers in Mexico and the U.S. and hunted for years by both governments. He was a former member of the army special forces who went on to lead a band of assassins he originally called "The Company" for the Gulf Cartel, which dominated drug trafficking through Mexico's northeastern border with Texas for years. They later became known as the Zetas, named for the radio code given to high officers. The two groups split in 2010, leading to an unprecedented escalation in drug violence in Mexico's northeastern corridor.

Lazcano was personally responsible for hundreds of murders, according to the Mexican government, and led an organization responsible for some of the country's most shocking atrocities and mass killings. Those include the deaths of 52 casino gamblers and workers in an extortion fire last year in the northern city of Monterrey and the slaughter of 72 migrants in the border state of Tamaulipas in 2010.

There was a $5 million reward for him in the U.S. and $2.5 million in Mexico.

The Mexican navy didn't announce publicly until last Monday night, more than 24 hours after the shootout, that it believed it had killed Lazcano.

They admitted the body had been stolen only after it leaked out in the local press on Tuesday.

Calderon's administration said by Tuesday that there was no doubt about the identity of the slain man. The U.S. government waited until Thursday afternoon to release a statement congratulating Mexico on the slaying.

A second U.S. law enforcement official, who was monitoring internal communications after Sunday's shootout, also said the U.S. knew earlier that marines had killed Lazcano.

According to Mexican accounts, Lazcano was killed in a confrontation outside a baseball field about 1 p.m. Sunday in the town of Progreso, about 120 miles south of the Texas border. The navy said the marines were acting on a complaint from a local citizen about armed men in a truck and were coming up behind the vehicle when they took fire and grenades. The marines returned fire, killing the driver in the truck. Two others got out and ran. One got away, while the man later identified as Lazcano was felled by six bullets, two to the head, according to the autopsy.

Marines approached the bodies of Lazcano and his accomplice to confirm they were dead, then guarded the scene and called the Coahuila state attorney general's office, which had jurisdiction over an investigation into the killing, according to a Mexican military official who spoke on condition of anonymity because of the sensitivity of the information.

The official said marines called the state prosecutor's office twice, and waited for hours ? an unusual amount of time ? for investigators to arrive.

Vergara said in interviews this week that state officials didn't arrive until 7 p.m.

He said marines then accompanied the bodies to a funeral home in nearby Sabinas, though it's unclear what time. The marines left before midnight.

A Coahuila state forensics expert was called to the funeral home in Sabinas to process the body around 11 p.m. Sunday according to a state police official who was not authorized to speak to the press. The expert finished taking fingerprints and photographs about 12:15 a.m. Monday, and sent the information to the federal attorney general's office, the police official said.

A short-time later, gunmen forced the funeral home owner to take the body by hearse to an unknown location. The owner could not be reached for comment this week.

Stealing bodies of fallen accomplices has been described as part of the Zeta culture, in which soldiers don't leave their comrades behind.

Lazcano was believed to be a devout Catholic who wanted a proper burial. An elaborate mausoleum in his hometown in central Hidalgo state stands near a chapel that bears a bronze-colored plaque reading: "Donated by Heriberto Lazcano Lazcano, Lord, hear my prayer." The plaque also says the chapel was built in honor of Pope John Paul II.

The mausoleum has a 15-foot (5-meter) high chrome metal cross, stained-glass windows of figures such as red roses, the Virgin of Guadalupe and the sun's rays and clouds. A rectangular hole, possibly for a coffin, is near the windows, beneath a crucifix.

As of late last week, Mexican media images showed no change at the empty tomb and no acknowledgement that Lazcano had died ? not even a single bouquet of flowers.
