Finance Minister Jutta Urpilainen told the media that the draft is largely based on government budget talks held during the spring and that she does not expect to see any dramatic changes to be made to it.

According to Urpilainen, key features are measures aimed at improvements in productivity and employment.

It also includes cuts in corporate taxation and capital gains tax that the cabinet approved in the spring.

Funding has been earmarked for transport infrastructure works, as well as subsidies for home housing repairs and energy efficiency upgrades. Another measure aimed at promoting economic growth and employment is an increase in the maximum deduction available to private individuals for home renovations and homecare services from the present 400 euros to 2,400 euros.

Commenting on the state of the economy, Finance Minister Urpilainen said that she sees three challenges facing the country: the general economic dowswing, exceptional structural transformations affecting industry and public sector deficits.

The Finance Ministry's budget proposal will be formally published on Thursday. The cabinet will discuss the draft during two days of negotiations on the 28th and 29th of this month.
